The USA Vs. Canada: The Battlefield is A High-Tech Industry

Canada has been aggressively moving to compete for the top foreign high-tech talents with Silicon Valley and other technology-rich regions of the U.S. The Canadian government, of course, does not recognize that it is using uncertainties with the immigration climate in the United States. But experts say that the Canadian Global Skills Strategy program is focused on attracting highly qualified foreign technical workers in Toronto, Montreal and Vancouver. Another initiative of the Canadian authorities is the Global Talent Stream program, which allows issuing work permits to foreign workers in just two weeks. The tightening of the immigration policy of the current US government under President Donald Trump encourages the best AI developers to turn their eyes to the north instead of Silicon Valley.

While United States tightens H-1B visa requirements, Canada takes the opportunity to attract the top talents.

Statistics show that more and more highly qualified specialists from countries such as India and China prefer Canada over the United States. Recent government studies have revealed a growing number of job seekers in technology companies in Canada. The share of choosing Canada among high-tech job seekers from India increased from 6% to 13% between August 2016 and July 2018. As for the United States, the numbers for the same period decreased from 60% to 50%.

Not only the federal government takes such steps. In August 2017, British Columbia successfully launched a new immigration program aimed at IT-professionals. The new program is part of the British Columbia Provincial Nominee Program (BCPNP) and is called the Tech Pilot. Within the framework of this program, every week the government sends invitations to qualified candidates who have a valid job offer in one of the key technological occupations. BCPNP Tech Pilot is intended for professionals whose occupations are on the list of 29 IT professions that the province considers to be key to the technology sector of British Columbia. IT is one of the main factors of economic growth in the province, and employment in this area is at the highest level ever recorded in British Columbia.

To apply for BCPNP Tech Pilot, candidates need to have a valid job offer in an eligible tech occupation; be at least one year (365 days) in length, and have at least 120 days remaining at the time of application to the BC PNP.

If you are a high-tech specialist and want to continue your career in Canada or even immigrate here, contact Green Light Canada!

Provincial Nominee Programs Updates for September 2018

Provincial Nominee Programs Updates for September 2018

In September, there were several rounds of invitations for immigration to Canada via provincial programs. In the last month, invitations were issued in Manitoba, Saskatchewan, British Columbia and Ontario. In addition, some important changes have occurred in the immigration programs of Prince Edward Island and Newfoundland and Labrador. Green Light Canada provides a monthly review of Provincial Nominee Programs.

Ontario (OINP)

At the beginning of the year, the province was allocated a quota of 6,600 spots, of which 5327 have been used to date. Ontario is still accepting applications through the Job Offer Stream, as well as the Human Capital Priority Stream. These streams can be used by foreign graduates who have low scores in the Express Entry system. Also, on September 21, 2018, Ontario sent invitations to 16 candidates via the Entrepreneur Stream. Another 44 invitations to Express Entry were sent to skilled French-speaking candidates, bringing the total number of invitations for francophones released in 2018 to 1065. With regard to the Human Capital Priority Stream, Ontario revised the requirements for the minimum Express Entry score. Previously, candidates had to have a score of 400 CRS, but now this requirement has been removed.

Manitoba (MPNP)

In September, there were two rounds of invitations to the provincial program via the Expression of Interest (EOI) system. On September 14, 2018, 200 invitations were issued in Skilled Workers in Manitoba stream, and the lowest score was 721 points. In the Skilled Workers Overseas stream, 82 invitations were sent, and the lowest score was 709. Another 150 invitations were received by candidates with ties to the province. The lowest score in this category was 604.

On September 28, 2018, in the Skilled Workers in Manitoba stream, the number of invitations was 201, and the lowest score was 679 points. In the Skilled Workers Overseas stream, 31 invitations were sent for applications under the Strategic Recruitment Initiative and the lowest score was 713 points. Finally, the province has issued 160 invitations to apply to candidates who have ties to the province. The lowest score in this category was 592.

In total, Manitoba issued 824 invitations under the MPNP in September.

Saskatchewan (SINP)

On September 27, the Province of Saskatchewan has issued 213 invitations to Occupation In-Demand candidates via the new Expression of Interest (EOI) system. The score of lowest-ranked candidate invited in this draw was 66 points. SINP also nominated 225 Express Entry EOI candidates. The lowest score in this stream was 75. SINP nominated 438 candidates in September. All EOI’s had Educational Credential Assessments.

British Columbia (BC PNP)

In September, British Columbia held four rounds of invitations via BC PNP – two regular rounds and two rounds under the Tech Pilot program. In total, the province issued 866 invitations, of which 60 were via Tech Pilot. The minimum passing score in the Skilled Immigrants – Skilled Worker category in all four rounds was 82 points. The minimum score in the Skilled Immigrants – International Graduate category was 91 points in all four rounds. The lowest score in the Express Entry British Columbia – Skilled Worker category ranged from 82-84 points. The minimum score within the Express Entry British Columbia – International Graduate was 91 points in all qualifying rounds. Finally, the passing score in the Skilled Worker – Entry Level and Semi-Skilled Worker category was 65 points. For this category, invitations were sent only in two qualifying rounds.

Newfoundland and Labrador (NLPNP)

The list of Newfoundland and Labrador employers taking part in the Atlantic Immigration Pilot Program has been made public, and the provincial government is encouraging foreign nationals to get in touch with them. The list contains 172 employers that have been designated by the Government of Newfoundland and Labrador under the Atlantic Immigration Pilot Program (AIPP), which fast-tracks eligible foreign workers and international graduates with a job offer from a designated employer for Canadian permanent residence

Prince Edward Island (PEI PNP)

The Government of Prince Edward Island, Canada’s smallest province, announced that the business immigration program had been cancelled. The program allowed applicants to pay a $200,000 refundable deposit and to invest $150,000 in the local economy to get permanent residence. Unfortunately, this program did not bring any results for the province: according to the authorities, more than half of the 269 applicants did not open any business. Numerous frauds associated with false firms that served exclusively as a cover for people trying by any means to move to Canada led to a large-scale investigation by the Canadian customs and border agency. As of today, Prince Edward Island does not accept applications for this program anymore.

If you are unable to immigrate to Canada via one of the federal programs – use the opportunities of the provincial nominee programs. Contact us for further information and to choose the best program in your case.
